Following the announcement on May 29th by the National Institute of Technology and Evaluation (NITE) regarding the airborne spraying of hypochlorous acid water (https://www.nite.go.jp/data/000109500.pdf), various personal opinions and opinions have been published citing news from various media outlets, both online and in print, and we have received many inquiries about this situation. In light of this situation, we would like to announce our official statement as a manufacturer regarding "Perfect Clear," which we manufacture, as follows.

1.Opinions released by the Japanese government and related government agencies regarding the "effectiveness of hypochlorous acid water against the new coronavirus"
Some reports have taken the information in question and replaced the announcement that "effectiveness cannot be determined from the results of this test, so evaluation will continue" with "hypochlorous acid water is ineffective against the new coronavirus." This is the result of a test to verify the effectiveness of "hypochlorous acid water (produced by electrolysis)," which was selected on April 30 as an alternative disinfectant to address the shortage of alcohol disinfectants, within the effective chlorine concentration range designated by the Ministry of Health, Labor and Welfare as a food additive. The same news also announced that verification tests of hypochlorous acid water (other than that produced by electrolysis), announced at the 4th "Committee on Effectiveness Evaluation of Alternative Disinfection Methods Against the New Coronavirus" (hereinafter referred to as the "Committee") held on May 28, will continue to be conducted by the National Institute of Infectious Diseases and Kitasato University.

1) WHO opinion
Regarding COVID-19, the report states that spraying disinfectants such as formaldehyde, chlorine-based agents (sodium hypochlorite), and quaternary ammonium compounds on the human body may be physically and mentally harmful under any circumstances, and will not reduce the ability of an infected person to transmit the virus through droplets or contact.
2) Caution from the Ministry of Health, Labor and Welfare
In social welfare facilities, etc., spraying of sodium hypochlorite solution is prohibited as it is "harmful if inhaled and its effectiveness is uncertain."
3) Summary of reference sources
As mentioned above, spraying disinfectants containing sodium hypochlorite (formaldehyde, chlorine-based agents, quaternary ammonium compounds) is physically and mentally harmful, as announced by public institutions around the world. However, there are many news articles and article titles that confuse sodium hypochlorite with hypochlorous acid water. In addition, metals corrode when exposed to water and oxidizing agents, so using hypochlorous acid water in unexpected environments or using it inappropriately can lead to corrosion accidents. Even for hypochlorous acid water, we believe that each product manufacturer needs to clearly state how to manage and use it to users and warn them against misuse and health damage.
3. About the disinfectant water "Perfect Clear" (electrostatic filtration method hypochlorous acid water) manufactured by our company
"Perfect Clear" manufactured by our company is a miscellaneous item whose only ingredients are "hypochlorous acid water and purified water" produced by the patented manufacturing method "electrostatic field filtration method (JP6230079B1 / https://patents.google.com/patent/JP6230079B1/ja)" and is not a quasi-drug that requires a license to manufacture and sell quasi-drugs.
At present, there is no established evaluation method for the air spraying of hypochlorous acid water in Japan, so each manufacturer must independently verify the ingredients, and users must then make their own judgments based on the information from those verification results.
As long as Perfect Clear (electrostatic filtration hypochlorous acid water) is stored in the manner specified by our company and is used appropriately at the correct concentration, following the precautions for use, the effectiveness of its disinfecting power has been confirmed by a third-party organization, and these verification results are available to those who request them.
In addition, it has been confirmed that no substances harmful to the human body are detected in the hypochlorous acid water produced using the patented "electrostatic field filtration method (JP6230079B1)."
Regarding pH, since this is a miscellaneous item, we have refrained from disclosing it in accordance with the wishes of the Ministry of Health, Labor and Welfare (Pharmaceutical and Medical Device Act). However, based on the announcement by the Ministry of Economy, Trade and Industry on May 29, the pH of Perfect Clear (electrostatic filtration method hypochlorous acid water) has been adjusted to be within the range of weak acidity, and it is shipped in a non-irritating state to the skin. However, since the effective chlorine concentration and pH value are affected by the management and usage methods, we ask that you continue to use the product at your own risk and manage it in accordance with the precautions for use specified by our company.
