Hypochlorous acid water, which is approved as a food additive, is defined as "an aqueous solution containing hypochlorous acid as its main component, obtained by electrolyzing hydrochloric acid or saline solution," and has specified production methods and standard standards. What is hypochlorous acid water?
Hypochlorous acid water, which is gaining attention as a next-generation disinfectant and deodorizer, can be broadly classified into the following categories:
◎ Scope of hypochlorous acid water (electrolyzed water) approved by the Ministry of Health, Labor and Welfare
Strongly acidic hypochlorous acid water: PH 2.7 or less, effective chlorine concentration 20-60ppm
Weakly acidic hypochlorous acid water: pH 2.7-5 Effective chlorine concentration 10-60ppm
Slightly acidic hypochlorous acid water: PH5-6.5 Effective chlorine concentration 10-80ppm
<Slightly acidic hypochlorous acid water (slightly acidic electrolyzed water)>
Slightly acidic electrolyzed water is a hypochlorous acid solution with a pH of 5-6.5 and 10-80 ppm of available chlorine, which is generated by electrolyzing a 2-6% hydrochloric acid solution or a mixture of hydrochloric acid and sodium chloride solution in a single-chamber electrolysis device where the anode and cathode are not separated by a diaphragm. It is characterized by the fact that all of the generated water is sterilizing water. It has been confirmed to have the same antibacterial and antiviral activity and safety as strongly acidic electrolyzed water. Although it is not intended for drinking, hydrochloric acid electrolyzed slightly acidic electrolyzed water with a pH of 5.8-6.5 has water quality suitable for drinking.

Weakly acidic electrolyzed water with a pH of 2.7 to 5.0 and available chlorine of 10 to 60 ppm was designated as a food additive in 2012.
A sodium chloride solution with a concentration of 0.2% or less is electrolyzed in a two-chamber or three-chamber electrolytic cell in which the anode and cathode are separated by a diaphragm, and the anodic electrolyzed water and cathodic electrolyzed water are mixed inside the device to produce electrolytic water.
Weakly acidic electrolyzed water has been confirmed to have the same antibacterial and antiviral activity and safety as other acidic electrolyzed waters.
<Strong acidic hypochlorous acid water (strong acidic electrolyzed water)>
Strong acidic electrolyzed water (40 ppm available chlorine) exhibits antibacterial and antiviral activity (it also exhibits high norovirus inactivation activity) comparable to high-concentration (1,000 ppm) sodium hypochlorite. This is because the presence rate of hypochlorous acid (HClO), which is a bactericidal factor, is about 90% in strong acidic electrolyzed water, whereas sodium hypochlorite is alkaline and therefore only has a presence rate of 5% or less, with more than 95% existing as weakly active hypochlorite ions (OCl-). However, hypochlorous acid reacts easily with organic matter, so the bactericidal power of strong acidic electrolyzed water is significantly reduced when there is a large amount of organic matter. To overcome this, an effective method is to first treat the object to be sterilized with strong alkaline electrolyzed water, which has been shown to be highly effective at removing fats and oils and proteins, and then treat it with strong acidic electrolyzed water.
Regarding safety, various tests shown in Figure 1 have been conducted and a high level of safety has been confirmed. The levels of carcinogenic trihalomethanes and bromates have been found to be within the standards for tap water.
